The software is rarely the problem. Internationally you need a clear decision-making authority above the country level, an escalation path across cultural and organisational borders, a coordination rhythm that holds the programme together as the individual rollouts diverge, and an accountability structure that local teams cannot bypass under pressure.<\/p>\n<h3>2. Reporting that obscures reality<\/h3>\n<p>The most reliable signal that an international programme is going off track is not what the status report says. It is the difference between the report and what you hear when you talk directly to the people who deliver. Stakeholder misalignment that intensifies over time<\/h3>\n<p>Early discrepancies that go unaddressed do not stay static, they grow. With every wave the misalignment builds on the previous one. Programme-level governance belongs designed before the rollout, not retrofitted after the first go-live.<\/li>\n<li><strong>Validate partner capability before the commitment.<\/strong> A strong domestic BC track record is not evidence of international programme capability. Validate specifically: experience with programme-level governance, directing country teams, senior capacity for complex stakeholder environments.<\/li>\n<li><strong>Create a shared reality, not a managed status report.<\/strong> An external assessment is the most reliable way to establish what is actually happening and close the gap between reported and real.<\/li>\n<li><strong>Bring in the outside view before escalation is unavoidable.<\/strong> The patterns above only surface in reporting once they are already expensive.
